Contradiction!? How does the CO make up their mind??

If the income is clearly sufficient or there are (more commonly) errors on in the completion of the affidavit, NVC will not pass it on to the Consulate until they are corrected. However, NVC does not make any judgment calls on the public charge issue. That is left to the Consular Officer.

NVC will send a checklist suggesting a joint sponsor, ANYTIME, ANY sponsor is qualifying based on assets, even if they are showing half a million or more in liquid assets. But, in those cases they DO pass the affidavit or affidavits to the Consulate, where the CO makes the correct judgement call.

This process is not as straight forward and simple as people are often led to believe, and Neither USCIS or Dept. of State design their forms or instructions with the goal of making it simple to understand for the first timer. One could argue they should, but they don't, never have, and are unlikely to ever do so.

Facts are cheap...knowing how to use them is precious...
