I looked at the NVC wiki and it says that you must included "bar coded sheet" in the IV and AOS package.

Is this the welcome letter you get from the NVC? Or is this something you get after you have paid the AOS and IV fees?

You will have the bar code sheet after you pay your fees.

Once you pay your IV and AOS fees, you will be able to generate the bar-coded sheets via https://ceac.state.gov/ceac/

But they do also want you to send them the bar-coded check-list that NVC mails to you.
