Do Permanent Residents of Canada From The Philippines Need USA Visa?

I have a question. My sister in law is moving to Canada to be with her husband (both are permanent residents of Canada), they are Filipino. My question is, do they still have to have a visa to visit the USA, even if they are permanent residents of Canada? They have a daughter that will be 11 years old. The wife and daughter will be there in May, how long do they need to wait before applying for a USA visa if they need one? Thanks!

Residents (PR) of Canada who are landed immigrants generally need a passport and visa to enter the United States, unless they are a citizen of a country eligible for the Visa Waiver Program (VWP).

If they are a citizen of a country eligible for the VWP, they are only required to have their valid passport - coming by land.

If coming by air and sea, they will need to have advance approval to travel through the Electronic System for Travel Authorization (ESTA System). There is an ESTA application fee of $14. To obtain a list of countries eligible for the VWP, please reference the Department of State Web site.

Yes they need a US Visa since the are still holder of a Philippine Passport.

They should provide proof of ties in Canada for them to be approved of a US visa, so how long that time be for them to be stable and establish a strong ties to Canada is variable.

Thanks for the information. I have a follow-up question how difficult would it be for them to get such a visa and I assume they can do the process through Calgary. Her husband moved to Canada to work over 2 years ago. But my wife is pregnant and is hoping to have her sister visit in December. They are due to arrive in Canada on May 21. I also assume they will go through the DS-160 form and state they have a permanent resident card through Canada. Would it be a good idea to provide them with our info?
