You weren't required to send to NVC if you were they would have check-listed you. Police report is for those 16 year and older.

Police Certificates

Each visa applicant aged 16 years or older must submit police certificates.

You must submit police certificates which:

  • Cover the entire period of the applicant’s residence in that area
  • Have been issued by the appropriate police authority
  • Include all arrests, the reason for the arrest(s), and the disposition of each recorded case.

Here's the NVC page and click on Police Certificate. Just in case you wanted to verify.

So, she don't need police certificate, because she is 15 and 1/2, right?

I am sorry, but she will turn 16, in october. Our interview is in april (6 months before she turn 16). It's count from the day that she turn or they look by year (she's year of birth is 2000 and these year is 2016, so by calendar year she is 16 these year).
