My fiance was born in US, and moved to Taiwan then lived in Taiwan until now. He's confuse about how to fill in the I-129F and G-325A address blank. Can US citizen have K1 petition application outside USA? He's sister lives in Seattle now. Can he use his sister's US address? Thanks for your answer~

Yes, the US citizen can file while living outside the US. He would fill out the forms using the true information about where he lives (Taiwan).

At the time of the interview your fiance will have to show proof of (or intent to establish) US domicile. That will be more than using his sister's address.

He will have to show that he meets in the income requirements for the form I-134 Affidavit of support. It must be an income that will be ongoing when you move to the US.

Also, if the US citizen has been working has he been filing US tax returns? The US taxes on worldwide income. That will need to be sorted out as well.
