Me and my partner aren't engaged officially as of yet but have spoken over what we both want and a life together is that Only one problem.

I'm still at university and still have 3 years together, we want to time it perfectly so that it's hopefully all ready for me to finish University and start our new life together with nothing holding back and that ill have the qualifications in order to get a nice job in which pays so we can equally support one and other in marriage and to support any children we may have in the future.

Those who have Been Through this when would be the best time to start filing these applications in order to do this , I should be finishing around April 2019 as i don't wish to walk at my Graduation.

K1 VISA

I'd say 5-6 months before you graduate.

NOA1 sent to CSC January 14th 2016.
NOA1 Hard copy January 21st 2016.
RFE email 10th March 2016.
RFE hard copy - 21th March 2016.
RFE Evidence sent- 4th April 2016.
RFE Received by USCIS- 6th April 2016.

okay, but if you have been engaged for a while would they disregard it as it's a long engagement of say a year and a half .. or two years

I don't think the length of time of the engagement would have any bearing. If you decide to take the K1 route, I would start your journey about a year before you want to be together. Who knows how long processing times will be at that time, or if any laws will change, but assuming everything remains similar to today, you would have about six months to get the visa, then you would have an additional six months to plan the move and wedding.
