I was born in SC and had no issues ordering it right online paid my I think $10 and got my copy. That's anywhere in the US you can order online.

The courts is not where you get a birth certificate you get it from the Vital Statistics.

While a DL and SSN don't directly show that a person is a citizen, there are other databases that are availiable to agencies to check, otherwise no illegal immigrants with fake id would ever get deported. But some older people do not have birth certificates and can't get them. My mom doesn't have one. She has a birth card. It is literally that a paper card, the size of a credit card.

If he is that elderly, one would easily find him registered in selective service from the draft if he was born here.
