If you follow the Embassy Letter it has all the requirements and will answer most questions you have. For additional help I have a website that gives you step by step instructions and everything you need to complete for the interview. The link to the website is in my signature below at the red twisting arrow.

This is the answer to your question and it comes from the Embassy letter.

a. OTHER COUNTRY POLICE CERTIFICATES. Applicants aged 16 years and older must also present

police certificates from other countries where they have lived for six (6) months or more after reaching

age 16. As with NBI clearances, foreign police certificates should be obtained in any maiden names,

aliases or nicknames used while in the country in question, including different spellings you have used of

those names. Country-specific information on how to secure police certificates is available on the State

Department’s website at http://travel.state.gov/content/visas/english/fees/reciprocity-by-country.html.

Did you live in a foreign country for 6 months or more, after age 16? If yes then you need a police certificate from that country.

You are an IR-1/CR-1. Therefore, you need foreign police clearances for those countries that you lived in for one year or more after the age of 16, not six months or more.
