O1 visa holder - bring fiancee in US

Timeline

A colleague of mine is a Italian citizen which received a company sponsored O1 visa as an exceptional talent in his field (engineering).

He is already in the US since March 2015 and he is eligible for Green Card immediately.

However, he would like to bring in the US his fiancee, who is a Russian national studying and living in Germany.

Marriage is the plan.

Not sure which way it is feasible, in particular marry as an O1 or marry as a GC holder.

Any help is appreciated.

PS: not sure if this topic should be in this forum or in the family based visas. I put it here because O1 is a work visa. Thanks

Jul 25th 2007 - I-130 petition filed to Rome
Aug 20th 2007 - notice of acceptance and file sent to Naples
Oct 2007 - Appointment in Naples (very easy interview, no problem)
Nov 21st 2007 - Entered the US in Chicago
March 2008 - Received Permanent Resident Card

Sept 2009 - Filed I-751 to remove conditional status
Oct 2009 - Biometrics done
Jan 2010 - More document requested
Feb 2010 - Green Card received

Feb 2011 - Filed for US citizenship

Oct 2011 - Naturalization application was lost by USCIS

Nov 2011 - Case re-opened

March 2012 - Approved, citizenship!
