I am wondering the same thing a family member won the diversity lottery 2015 and he is here he has his SSI # but we are waiting on the next step for his green card status/. His IV issue date was 12Aug2015 and his IVexpires on 11Feb2016 However at the bottom of his passport say UPON ENDORSEMENT SERVES AS TEMPORARY I-551 EVIDENCING PERMANENT RESIDENCE FOR 1 YEAR.. I want to know what steps to take next no one will hire him or he cant enroll in collage because everyone wants to see his green card.

Thanks in advance..

That sentence you highlighted in upper case is official evidence of his being a permanent resident (i.e. acts as a temporary green card) and legally employers, college etc should accept this in lieu of a plastic green card. The visa expiry date is meaningless once he has used it for entry, incidentally. you didn't say when he actually entered the US, if he paid his USCIS fee before entry the plastic green card should take 30-60 days to arrive, if longer than 60 days has passed he should call USCIS to follow up.
