More accurate than what I said, yes...it's not caseload alone like I implied...they can decide whatever they want for whatever reason to let you have the interview there. To your question though, yes it's possible.

Even if they say no, it takes far less time to transfer the case to Amsterdam than to go through USCIS stateside followed by NVC.

Where is she living?

My wife is living in the UK as well but will shortly be heading back to Belgium. She never filed for a National Insurance number or UTR number only i did. All the official sites seem to say i only need to prove i reside in the UK and the official USCIS office "Checklist" says i need only to show my EU passport to prove that. It seems too easy almost. I wont be here for that much longer though that is also why i'm worried. Ideally i could just file here and deal with the rest via e-mail and with the embassy in Belgium.

Probably, yes. Why not get your filing ready and get it to London. See what happens.
