My wife's mother and sister are coming to America for my wife's birth of her first child.

Question, is there a standard form letter (explaining they're reason of visit and length of stay) that they can hand to the entry officer? as they can't speak American.

They are coming from China and will be staying for six months.

Only immigration officer at PoE will determined how long they can stay in the U.S.

No, I don't think so. My mother's friend came here and they just asked what the purpose of visit. She only speaks Indonesian and they called the daughter that already waited outside at the gate to confirmed. I don't know how to handle these differently if the visitor can only speak their native language.

OK, to my understanding.

When they at the PoE officer they need to let hin know where they will be staying and who is responsible for them when they are here. I want to be able to have an introduction letter that explains the circumstances and requests the officer to let them stay for six months. I know that the officer has the right to say how long they can stay but They usually ask how long do you want to stay.

My wife is due Oct 23rd. and they plan to stay for six months to help my wife after the baby is born.

Just send them a document with all the information you've stated here and have them print it and carry it with them...Staying at your address to visit their sister/daughter and returning to China on mm/dd/yy. No need to go into great detail on the purpose of the visit, they've already been issued a visa. Don't worry too much about the language issue, CBP are experienced in dealing with that.
