FOX 45 Investigates: Officer Response Time After 9-1-1 Calls

DAYTON -- FOX 45 is investigating the time it took for officers to respond to a home invasion that ended in fatal shooting.

At 3:05 Wednesday morning (September 9, 2015) a woman at 210 Richmond Avenue called 9-1-1 to report that men were trying to break into her home.

One hour later, at 4:08am, the same woman called 9-1-1 to report she had shot an intruder, and he had fled out an upstairs window.

The regional dispatch center says an officer was sent to the home after the second 9-1-1 call.

The intruder, later identified by the Montgomery County Coroner as 22 year old Debrandon Dickerson of Detroit, later died from his injury.

FOX45 obtained the 9-1-1 call audio.

"Someone's trying to break into my house," said the caller in the 3:05am 9-1-1 call.

"Can you still hear anyone out there?" dispatch responded.

The caller said she was upstairs, armed with her gun.

"OK, just keep an eye out for the officer and call us back if you hear anything else," said the dispatcher, then the call was ended.

The caller locked herself in a bathroom with her weapon and waiter for officers to arrive, while listening to her downstairs windows being broken into.

"She said it seemed like she was in the restroom forever," said the caller's brother Efrim Goldsmith.

During the second call at 4:08am, the caller told dispatch, "Just had someone break into my home and I shot one."

A gasp noise can be heard in the call audio, then the dispatcher questions "Someone was breaking into your house and you shot them?"

"Yes," the caller responds.

"OK, I got it. Gonna jump in here," says a voice from dispatch.

The dispatcher then confirmed the caller's address, and that she had called 9-1-1 earlier.

Fox45 reporter Kelly May spoke to the Regional Dispatch Sergeant who confirmed the times the calls came in and were recorded.

Dispatch said a patrol unit was not sent until after the second call, and reported arrival at the crime scene at 4:11 am.

Dayton Police are investigating the invasion and shooting.

Fox45 asked Lt. Wendy Stiver about what happened during the hour between calls when no one seemed to be helping the scared 9-1-1 caller.

"There were two [911] calls made, that will be part of our investigation," Stiver said. "I can't speak to what the dispatcher did or why the dispatcher did what they did," she continued.

Fox45 has reached out to the Montgomery County Sheriff's Office who runs the regional dispatch center to question why the time lapse occurred before an officer was sent to the scene.
