Visa interview locations

Does anyone know the answer to this question:

My step son, who is Chinese, is almost at the interview stage in his visa procedure. He currently is in college in Canada and his mother(my wife) has her permanent resident card and is here with me in the USA. My question is , can he get his visa interview in the American embassy in Canada, since it will be hard for him to get back to China until next summer. He has all the original documents that he will need. thanks

You could try and send a request to NVC to change the embassy by sending a letter and proof that he's legally residing in Canada. But, it would've been best if you made the request early on in the case ie before a case number was assigned.

talk with supervisor at NVC, via telephone, asking that the casefile get rehomed to Montreal, Canada.

Yes, use a telephone, get a supervisor, blowing through the first human that answers the phone (not a supervisor).
