Can mother list any person as father on child's Birth Certificate

You mean the father of the child? NO. The person listed as the father need to sign the birth certificate.

If I remember it right, my then-boyfriend (now husband because when our 2nd child was born we were NOT married yet), who was in the province at the time of the child's birth, had to sign the BC and include a photocopy of his valid ID and cedula. I mailed him the BC to sign and he mailed it back to me together with his ID and cedula then I submitted it to the hospital where I gave birth.

To answer your question, anything is "possible" for a person who is willing to commit fraud. I'm just not sure how the girl you're referring to will pull it off. Anyhow, the guy can always demand a DNA test.
