H-4 or seperate H1-B visa?

I have been reading up a little and the guide says the spouse "....may also apply for the same type of visa in order to accompany or join the principal applicant." The spouse applies for a H1B visa also?
I thought the spouse had to apply for a H-4 visa. If so, what is the process/time line?
I'm asking because I was asked by my wife's company to assist them.

H4 does not allow her to work, her own H1b would be a nicer option.

Timeline

Certain skilled H4 can work. The rule was changed in May 2015.

If the wife can qualify for her own H1b, then she is skilled enough to be able to work on an H4.

She would have to wait until October 2017 for an H1b visa if she is not cap exempted. She can get an H4 now since her husband has an H1b.
