Case approved by USCIS, NVC hasn't received it after 3 months

I received the notice that USCIS approved my petition for my fiance's K-1 visa back on 4/29. After a month, I started to worry that I hadn't heard anything, but our attorney assured me that NVC can take a while and is currently backed up. After another month I tried the support email listed on the USCIS form, heard nothing. Tried the form on the NVC web site, heard nothing. Tried calling sporadically, never got through. Finally called about 50 times today and got through to someone, who told me that the case number was not in their system. They instructed me to scan the letter and email it to nvcresearch@state.gov, which I did. I tried calling USCIS support line, but they were closed already. I plan to call them first thing tomorrow. I'm wondering if there are any other steps that I should be taking or things I should be checking. I saw an old post saying that K-1 visas might not be listed in their system and I'd have to ask for an operator instead? But it was several years old, so I don't know if that's true anymore.

Any advice and suggestions on next steps or things to try/check are welcome.

You need to call USCIS immediately tomorrow (They say if you push the button for spanish you get through faster than you tell them sorry English). You demand to speak t a Tier 2 Supervisor about your case.

And you ask "when did my petition leave the service center". They need to look in their system and tell you the exact date it left and they would know if t left or not. You have to stay on them. Nothing NVC can do.

Just spoke with USCIS. It was definitely approved, definitely left their side, and they show it in the NVC system. The rep I spoke to sent an email to NVC requesting they contact me with the status. He said I should get a letter notifying me that he sent the email within 5 days, and hopefully should hear the status from them shortly afterwards.

Is it worth trying to contact the NVC again ? It's a fiance K-1 visa, would that affect their ability to look it up? Should I be asking for tier 2 support or something like that?
