i 824 follow-to-join benefits

Hi! does anyone here knows about the follow-to-join benefits (i 824 )

facts:

1. i am LPR now (under F4 category), my sister petition me way back 1990 got approved and came to the US last july 2014.

2. my daughter goes with me under F43 category. shes now LPR also.

question:

1. can i file for follow-to-join benefits with my spouse and minor children? i have already search answers in the internet and it says it is possible. (im not 100% sure tough )

---does anyone file for this kind of petition?

2. now, i have one more major concern, my other son is already 20 years old and 5 months. can he still be granted visa?

3. how long the process will it take??

please help! thank you in advance!
