So confused!! Does NVC request military record based on nationality or u.s.embassy

Hello,

My husband's interview will be in Lebanon. He was born in Brazil and will be using Brazilian passport. He has been living in Lebanon for past 7 years and is a lebanese national. The u.s. consulate in Lebanon states the military documents are not available but the consulate in Brazil does ask for military records. Will he have to submit his Brazil military records even though the consulate in Lebanon does not ask for them, because he was born in Brazil?

Main concern: Brazil requires all brazilian citizens living abroad :

1) Brazilian nationals residing abroad and registered for military draft must report to the nearest Brazilian Consulate every year to request postponement of their draft, a note of which will be made on their "CAM".

2) If unable to report in person to any Consulate for this purpose, Brazilian nationals must report to military authorities in Brazil, within 30 days of arrival, to have their "CAM" updated.

My husband has not reported to a consulate to request postponement for past 3 years so is missing those 3 (date) stamps on his 'CAM'. He can only update "CAM"/MILITARY draft in Brazil but he is unable to travel to Brazil, Will the u.s. embassy still accept military paper without updating postponement?? Hoping since interview is in lebanon the NVC will not ask for military record!!
