Hi, I applied for a K1 visa for my fiancé who lives in Jamaica. I just received notification my application was accepted and has been sent to the California Service Center. Are RFE's sent from USCIS or can the service center also send RFE's?

Timeline

To be nit-picky, you did not apply for a visa for your fiance(e). Only the fiance(e) can apply for the visa. You filed a petition, that once approved, will allow your fiance(e) to apply for the K-1 visa at the US consulate in their country.

A service center is under the USCIS. The USCIS are the ones that adjudicate the petitions. After the petition is approved, it will be sent to the Dept. of State for the foreign fiance(e) to apply for the K-1 visa.

If you get an RFE, it will come from the CSC, which is the USCIS service center that is processing your petition. Later on, when the foreign fiance(e) goes to the K-1 visa interview, they can also be given an RFE at that time too, if there is any documentation missing that they require.
