Can I submit my I-129F without my police/ court record? The instructions on the form says "using a separate sheet of paper, provide information relating to the conviction(s), where as on the instruction form it says to provide certified copies of my police and court records... Should I submit without the court records and instead on a separate sheet of paper provide my information. What should I do?

The question I have is , How far back do I need to worry for this Question. I had some issues in 1992 and that was all taken care of by  court appointed programs. Are they only worried about in the last ten years ?
