Still No Movement in Case Because Files Haven't Been Uploaded?

Timeline

I just got off the phone with the NVC, and I was told that my case hasn't been reviewed because my files haven't yet been uploaded to the "share point" in their system. I opted for Electronic Processing, so I e-mailed all of the required documents and my husband filled out the DS-260 online. When we filled out the I-130, we mailed it.

I'm not sure why it's taking SO long. I know that it's taking longer for others, but why would they tell me to wait 30 days when they obviously can't honor that? My e-mailed files were scanned on June 8, 2015 and was put under Supervisor Review on July 8, 2015 after 30 days had passed. Why is there STILL no progress on our case???

I've tried speaking to a supervisor, but I'm always told that they're either in meetings or just busy. Today I contacted my congressman, but I'm not sure if that will help at all.

I just don't know what to do at this point. Waiting is getting harder and harder since no progress has been made, and my husband and I just wanted to start living our lives together.

I think we got unlucky with our timing. I'm in a similar situation, except I waited 67 days until I was told on July 7th that my DS-260 wasn't "visible" to the people that needed to see it, and it was being escalated to the supervisor to fix that. Obviously there were some computer issues the past couple of months at the NVC, which seem to (hopefully) have been resolved over the July 4th shutdown.
