Question - why do we need to call the NVC 1-2 weeks after we get the NOA2? and when can we fill out the DS160?

You can call if you want to try and get your case number early.

Or you can just wait for the hard copy.

You can fill out the DS-160 once you have either your medical date or after the medical (every country's is different)

Timeline

Try to ring first thing in the morning when they open, both times I only waited 20 minutes (if you plan on calling).

The purpose for people calling is to get your case number and see when they are shipping it to the embassy, which is good to know. Helps you keep tabs on things, then you can wait a further week and then contact the embassy and see if they have received or just wait for the email.

You can use your case number to complete the DS 160 and medical (as stated in the previous comment)
