NVC Welcome Letter - Montreal Consulate

on our NVC Welcome Letter it states that they will schedule our interveiw in Montreal. Montreal is on the other side of Canada from my husband, but Vancouver Consulate is 4 hours from him. Is it possible to request a different Consulate and is that something that happens?

Almost positive that CR-1s are all done in Montreal though he can get his medical completed in Vancouver...

All immigrant visa interviews are done in Montréal. Sucks but at least he is close enough to do the medical in Surrey.
