DS 261 won't update

Timeline

After updating the DS 261 form around April this year.. I still couldn't pay the visa fee. I got an email from NVC May 11th requesting I filled ds 261 again.. I already competed this form and I still can't pay. I'm stuck,can someone help pls? Is anyone else experiencing this?

I would call the NVC and hope to get one of the older people that work there. Our 261 was also stuck and had to unstuck by a nice lady at the NVC. She said it was not uncommon for the 261 to become stuck in the system.

Ok.. I had tried calling few times but couldn't get through. How were you able to get to talk to someone? The automated response stated they are busy. Thanks for the reply.
