I am a US Citizen. The question I have is that when I petition for parents, do the my sibling under 21 qualify or not?

Yes you can petition your siblings but it will take much longer (like 15 years) under F4 visa. Or if your parents become green card holders, they can petition under F2B visa which takes around 9 years (plus the time for your parents petition.)

This will allow one parent to be with the siblings all the time but will not speed up the process. You can also have multiple petitions ongoing (first your petition your siblings and then your parent once they arrive) if you are willing to spend the money.
