Have you paid the $165 immigrant fee to ELIS? What does his status on ELIS say?

Call the ELIs helpline.

If you call the USCIS you must speak to a tier 2.

i have done that multiple times and they tell me to continue waiting every time.

is it possible for them to lose paperwork? the case doesnt even come up anymore when searching the case status online.

The case rarely shows up on the USCIS tracker until the card is produced.

Contact your senator or congressman perhaps.
