Number of visa for each continent

If there are 50000 visa for DV program how many visa each continent will take from this cake and do they need to spend all the 50000 visa at the end of september?

As you see the VB is very slow and they didn't spend a lot of visa until now does that mean they will take more cases for interviews in the coming months to spend the 50000 visa?

No-one knows in advance what the regional quotas are (though some people estimate it). If you look at the "DV statistics" link on the DoS website you can see what the regional split in the last few years has been.

And yes they certainly target issuing all the visas, this is the reason why they have started selecting way many more people than they need - to ensure they issue all the visas. If they look like they are going to fall behind the quota for the year, then as long as embassies have capacity yes I believe they would speed up the interviews. But you can't tell just from the numbers in the visa bulletin how well they are progressing along to that target...
