Sorry to hear that. The contact details of the embassy can be found here: http://manila.usembassy.gov/wwwhnv10.html

Basing on the website though, it seems the petitioner would have to email them to notify that they want to withdraw the petition. Try to give them a call first though. I dont know if they provide a fax number to send the letter to for this matter.

Send 3 letters: Include all information you can Petitioner/Beneficiary.

Send to USCIS, NVC and the one to US Embassy In Manila. The USCIS and NVC will be forwarded to USEM

After about 30 to 60 days will you get a letter from USEM saying your petition has been revoked upon your withdraw

I did one about 1 year ago to Philippines Embassy, I just typed up all info I had and sent it. I notarized it (Don't know if that matters). I got a couple pieces of mail from saying that my letter had been forwarded to Manila Embassy (from USCIS Service Center Letter and NVC Letter)

It took a month to get my letter back saying it was withdrawn. I called the USCIS phone number and got my instruction from them. Call them and see what their advice is......
