Adoption before CR-1 Interview?

I'm not sure if this is the right section for this, but we are lost and not sure about our next steps.

I married my wife in Japan February 3rd 2015 and have sent our paperwork for both her and her son (my stepson) to the US Department of Homeland Security. I have not legally adopted him yet and we are curious if we will have to have that done before their interview (given we are approved and get one, Fingers x'd)? Is it possible to wait until

they are here in the states or is a requirement before? The reason I ask is, if we do before. They will require my wife to pay alot more for school while they are still there as well as she would get less from the government. And of course, like most, we are trying to save as much as we can to help make the transition smoother. Any advice or tips would be greatly appreciated.

I'm defintely inspired by the stories and success you have all had.
