First NOA enough for I-551?

Hello all,

Will the first NOA showing the recipe that they received my I-90 application to replace lost card be enough to go get an I-551 stamp?

Documents I plan on taking:

Receipt of I-90 application

Passport

Timeline

When I requested for a new i551 stamp, the lady asked me if I already did biometrics. Glad I also brought the biometrics letter with stamp that it was completed already. I'm not sure if that's a requirement though.

Do they need a special/ emergency reason to stamp I-551? or is is the fact that the I-90 is pending good enough? I haven't been home in years and I need to travel.

Filing i90 is reason enough to get a i551, not only for international travel but also for employment purposes.
