No you must go online to the portal and fill out the DS-260. You take the confirmation page of the DS-260 to the interview. It must all be done before the interview. No you have to have it filled out to get an interview date.

Is this considered as a checklist? does this mean that my case is completed and just need to wait on interview date? or do i need to wait another 60 days in order to get a response?

Well you have to complete the DS-260 and that is reviewed. Then your AOS and IV is reviewed. Until they receive everything no Case Complete no Interview is given.
