I'm super surprised that my BIL got his interview scheduled. He is from Mexico and his priority date is Feb 25, 2013. The Visa Bulleting is Feb 22, 13. His interview is Feb 12, 2015.

That's because his priority date is current for the month of February (next month). The Feb. 22, 2013 cutoff date that you are referring to is for the month of January (this month).
