Police Clearance Certificate

My application has moved to the State Department and so right now preparing for the next step. One of the things thats needed are Police Clearance Certificates of all the places you have lived. As a kid I lived in Kuwait as my father worked there. I left when I was 18 in 1987. I'm now in India. The problem is how to get a PCC from Kuwait. It's next to impossible if you're an Indian citizen to visit Kuwait to get a PCC besides I can't afford it. And I don't know anybody in Kuwait. I've tried contacting the Consulate in Mumbai but so far no response to my email nor anybody seems to be answering the number listed on their website. I'm running out of options.

Question- What can I do to get a PCC from Kuwait?

Is it a must to have a PCC from Kuwait?

Will this be an impediment/block to getting a visa to join my spouse in the US?

Any information as to what can be done or words of wisdom as to how to overcome this hurdle will be appreciated.

If you go here to NVC's website, it will give you information on what to start collecting. If you click on Police Certificates, it explains from what countries you need a record from

Under "How to obtain a police certificate" , #2 it has a link to Reciprocity by Country. I clicked on that and it takes you to this page:

http://travel.state.gov/content/visas/english/fees/reciprocity-by-country/KU.html

Where you can then select "Police Record" and it gives you the information you need. It says only people residing in Kuwait can obtain one.

In that case, you write a letter explaining why you can't obtain one for Kuwait, to submit with you NVC packet. It explains that in the first link up there ^^^

I worked in Shanghai a few years ago from 2005-10, so need a China Police Certificate. But what I've read online about how to do it has me really really confused...

Does anyone have an advice, links or experience of getting a China Police Records?

If you check this link that I posted before, Reciprocity by Country, it tells you what you need to know for all the certificates from that country.

Start typing in China and it will show up, then select Police Records. It says they are generally available from the Public Security Bureau. :star:
