N-400 yellow letter no fingerprint or Interview letter

Hi all,

My sister applied for citizenship on November 2014, with priority date 11/26/2014, and yesterday she received a yellow letter from USCIS saying

"This is not an interview notice

subject: Pre-Interview Case File Review...

Prior to forwarding your case for interview, USCIS has performed a complete review of your file and Application for Naturalization. We have identified additional documentation may be needed, and then recommend her to bring her state issued driver's license or state-issued photo ID and passport on the interview date.

my sister did not receive fingerprint letter nor interview letter is this normal? can she have an appointment without having fingerprint taking?

There's no appointment yet... the letter says that it is NOT an interview notice. it is just a reminder to bring some additional documentation. Some people get this before biometrics, some after biometrics, and some don't get it at all.

I received the same letter today, and have not gotten my biometrics invitation yet, either. I was panicking a little, but maybe this letter gets send out quite often?
