Do K2's have to have the visa ISSUED within 12 months of the K1's visa issue date, or do they have to ENTER the US within 12 months of the K1's visa date?

Looking for a way to delay entry of K2 by a couple months but not have to go through an I-130. The visa, once issued is valid for several months...so would this be a way to delay the K2's entry?
