What annulment papers to include in I-129F package?

Timeline

Hi, my fiance is at the point where she has her Annulment Finality, Certificate of Registration and Certificate of Authenticity from the Local Civil Registrar. Yesterday she personally went to NSO to have the papers processed, but they told her she can't get her Annotated MC until Dec 5.

1) I'm ready to send her I-129F package but I'm only including a copy of her Finality. Is this good enough to show she is free to marry? I heard that you don't need the Annotated MC and CENOMAR until the actual interview, is that true?

2) At what point can we request for her CENOMAR (after we get the annotated MC?) and how long does that take to get?

You only need the copy of the Finality for the I-129F. Once you are at the visa interview you will submit the marriage contract with the annotation to both Consular including her new CENOMOR.

These are the steps to follow with a timeline where necessary to answer your question at #2.

Your fiancée will need the decision of the annulment, entry of judgment, then the decree of annulment. Then she needs to secure copy of the marriage contract with the annulment annotated on it. A total of four documents. BTW, if there is already a decision, she needs to wait 20 days from receipt of the Solicitor General copy of her decision before she can secure the Entry of Judgment. After securing the Entry of Judgment, she will have to register the same to the Local Civil Registrar where the marriage took place. The said office will transmit the same to the NSO. She will show the Court what date the LCR transmitted the documents to the NSO. With the proof of receipt of the NSO, the Court will then issue the Decree of Annulment. After 15 days from receipt of the NSO of her documents, she can now request for copy of the marriage contract with the annotated annulment proceedings. She need to request for at least 4 copies for future use.

i sent All 4 documents (included MC with annotation)

RE:Q#2; mine it took 4.5months before it was been "converted on the database"

of the National Statistics Authority.
