Hello ... I petitioned for my brother (and his children) but he passed away, would I still be able to obtain his children through his application even if deceased?

The petition ended when the principal beneficiary dies. There is no way for your deceased brother's family to immigrate to the US.

Done with K1, AOS and ROC

That's not actually the case. The law was changed in 2010 and under certain circumstances the derivative beneficiaries can immigrate, usually only if they were present in the US at the time the principal beneficiary died.

I made a post about it recently which goes into more detail: http://www.visajourney.com/forums/topic/516296-death-of-principal-beneficiary-badly-need-advise/#entry7264302
