Help understanding cut-off dates

Folks, Can someone please help me understand the cut-off date stuff? I can not make heads or tails of the Visa Bulletin. And the Priority Date Checker on travel.state.gov does not have an option to choose K-1 under the 'Family Sponsored category' pull-down menu. I will be sending in my petition on Oct. 16th (tomorrow). What does that mean as far as this cut-off date stuff is concerned? Any help would be greatly appreciated.

Cut off or priority dates do not apply to K-1 visas, neither visa bulletin does.
