Basically - they're going to make it more difficult for foreigners to marry Filipinas because of so many Filipinas finding themselves in bad situations. Filipinos are the 2nd largest group of immigrants to the US...behind Mexico/South America. A very high percentage are Filipinas coming here on K1 visa. Economic conditions for most Filipinos aren't good in the PI...good paying jobs are hard to come by. As you know, many Filipinos work abroad. For some, though, even that isn't possible. So, they chase the dream of marrying a good person in the US. Too often, it doesn't work out that way. Especially for those who have met someone on one of the dating sites. I think that both of us know...not everyone "hunting" for a companion has the best intentions or is of the best moral character (meaning petitioners).

So, it seems that they're going to put through a law for stricter requirements...I'll have my wife interpret the story...but, there was enough info in English to figure out what general gist is...

Here's my translation for you :)

Lawmakers are looking into making stricter laws for foreigners who want to marry Filipinas due to many reports that this kind of marriage is being used for moneymaking by foreigners. (Only applicable to women since men aren't victimized by this) The women are being murdered for insurance claims or is being used for prostitution and is being subjected to inhuman living conditions.

- Interview with Tina (Filipina) and Troy (American) starts.

They both worked for the same american hospital where they met and fell in love; they have been married for 10 years and have a 5 year old daughter. They did not experience difficulties in getting married in Manila since foreigners only need 1 requirement to get married in Manila, the Certificate of legal capacity to contract marriage.

Now, aside from the certificate of legal capacity, foreigners must also provide a Certificate of Good Moral Character and a certificate of gainful trade, or any proof of lawful source of income. This is because most Filipinas from poor families are being targeted due to their vulnerability of wanting a better life. The house bill 2848 has already passed Second Reading and the Third Reading for the bill will happen in a couple of days.

Thanks,

This exploitation problem is endemic to many poor countries not only K-1 applicants, but OFW's as well. Anything that can be done, should be done to protect filipinas. Now saying that the Philippine government has a dismal record in protecting it's own, even in the Philippines I know it's not uncommon for other males from other asian countries to fly to Philippines to go on 'sight seeing' bus tours into the countryside that are actually sex tours, it's pretty blatant, yet it continues.

The problem with OFW's is even more of a monster. A recent example was in a middle east. Filipinas fleeing sex/employer abuse and passport theft, escaped and went to the Philippine embassy only to be coerced into sexual favors. It is also known that some were actually pimped out by embassy officials to the locals.

My fiancé, although she previous had professional visa for 18 years in Malaysia had to return home for a year and went back on a six month visitor visa. She hired a well known Malay immigration attorney to regain her professional visa, but the lawyer kept stalling and she eventually found herself illegal, as her visitor visa expired. I hired a very good Malay lawyer to get her stolen passport back, but was told it was a waste of money because basically she had no legal rights of redress.

We hung tough and got her back home to the Phils. 9/4 she boards a plane to her new home and her man...that lucky guy

Just paperwork as I see it, since you have to have this anyway to present at the USEM interview.

The article I read also mentioned two other unspecified Congressional bills on the table that I suspect have nothing to do with the USEM. What the substance of the two other bills is anybody's guess....

The way that reads it relates to marrying in the Philippines, being as legal capacity to marry certificate was mentioned, so this isn't really dressing K-1 visas or any visa.

Yes, this only applies when a foreigner wants to get married in the Philippines.
