I got the first email on 8/8 saying it was trasferred, and tonight saying it was transferred to my local USCIS office for futher processing. The new office has jurisdiction over my case now. So was it transferred twice? I'm confused, is everyone else getting the same second message now? Any help is appreciated, thanks.

You may still get a third update stating your petition has been transferred and is now being processed at a USCIS office. They were worded that way last year when people got their transfer notices that were at Vermont. They ended up going to the TSC. Local USCIS offices do not process I-129F petitions. You will need to wait for the actual letter to know which service center they are being transferred to.
