First question. Have you completed CFO, do you have the CFO sticker in your passport with your visa? If yes the rest is fairly straight forward.

You will need to have paid your travel tax before checking in with the airlines, if your ticket was purchased in the Philippines the travel tax was more than likely included with the price of the airfare (there will be a notation for a payment of P1620). If the airfare was purchased online odds are you still need to pay the travel tax, you do this at NAIA the counter is at the front of the terminal between the two luggage scanners.

After paying your travel tax go to the counter for the airline you are flying, check-in your luggage get your ticket then proceed toward the back of the terminal to customs here you will pay the terminal fee of P550, after clearing customs you can now proceed to the gate where your airplane is waiting.

Upon arrival at the first U.S. airport, this is your POE and where you will turn over your DO NOT OPEN ENVELOPE to the CBP agent, if you are not sure which window to go to there is usually a CBP agent at the entrance to the customs area ask them for guidance. After clearing POE you will now go to the baggage area and claim your luggage, you will then proceed to the customs counter, after clearing the customs counter if you have a connecting flight you will need to check your luggage back in with the airlines you are flying, then proceed to the gate for your next flight.
