CEAC Visa status: 'Issued' - Do I imply Approval?

Hello there, I had my F1 Visa Interview on July 23.

The interview was alright, at the end the consular told me 'You can pick up your passport from Aramex in 4-5 days'

I said thank you and left, it was only after I left that I realized she didn't clearly specify if I was accepted or not.

I then checked the CEAC website where my status was set as Ready, a day or two later it changed to Administrative Processing and on August 3 it changed to 'Issued' with the following sub-text;

"Your visa is in final processing. If you have not received it in more than 10 working days, please see the webpage for contact information of the embassy or consulate where you submitted your application."

I have googled what 'Issued' means and I've got nothing but positive things stating that I can imply approval and that I will receive my passport in no time.

I was ecstatic at first but that quickly died down considering I am yet to bee 100% sure..

Now, I tried e-mailing the automatic passport tracking system and it would say 'There is no status update available for the passport number submitted.'

But when I tried tracking on the USTraveldocs website it says; 'Your passport is still with the US Embassy/Consulate'

Now, my main question is:

How certain can I be in implying that the 'Issued' status mean Approval?

The college has contacted me regarding my Visa Status and I am unsure on whether to say I have been accepted or not.

It's quite stressful not being sure until seeing it physically so I am wondering if you have any remarks based on experience?

If the State dept site says the visa is issued. Then you are approved. They kept your passport and once the visa is printed and put in the passport the package will be forwarded to you via the chosen means.

Oh wow, thanks! That sounds great. Only update is now the USTraveldocs website says 'There is no status update available for the passport number submitted' as well.

A little unsettling but I hope all is well as the CEAC status is still on Issued. :)

UPDATE:

I picked up my Student Visa today, Woop! :D :D

Turns out it's been delivered to Aramex for 3 days now but I didn't receive any messages,

so I was told to try and back-track the Application ID on the local Aramex website and it turned out successful.

I printed the page out and went to pick it up and it was there, thank god. Such a relief.

Thanks a lot Mr. G Walters, you were completely right.

I also have a similar case,

4th August i also had a Visa Interview and after the interview my previous visa was cancelled, then i was asked to pay the NIV ISSUANCE  RECEIPT which is said that it means as approval. then i came back home and checked the status it shows "ADMINISTRATIVE PROCESSING". and before 2 days when i emailed to passport@ustraveldocs it said" your passport is still with the post" but since today it says"There is no status update available for the passport number submitted." i want to know what does it mean? Am i approved with a visa or not?
