The question is:

I have filed a Federal Tax Return for each of the three most recent tax years. I have attached the required photocopy or transcript of my federal tax return for only the most recent tax year.

My question is that for 2 of the 3 most recent tax years I was a dependent and did not file a tax return. I can provide my most recent Federal tax return but I cant provide the previous 2 since I don't have them.

Should I check this box or leave it unchecked? If I leave it unchecked, should I explain why it's unchecked somewhere (maybe cover letter)?

You check the box and write in "was not required to file" in the amount box and send a letter explaining WHY you were not required to file, separate from the cover letter.
