USCIS Immigrant Fee?

I found this line on http://manila.usembassy.gov/visas.html

Effective February 1, 2013, all individuals issued immigrant visas overseas must pay a $165.00 USCIS Immigrant Fee before traveling to the United States.

As I understood it, K1 visa is a non-immigrant visa, so the fee shouldn't be applicable, right? I'm just clarifying because in ustraveldocs.com.ph you had to choose Immigrant in order to go through the K1 screens and I heard that K1 is processed as immigrant visa before 2GO ships it to the person.

I hope someone can clarify whether or not K1 visa holders should pay the USCIS Immigrant Fee. Thanks!

Key word there is IMMIGRANT. The K-1 is not an immigrant visa, so does not apply.

The Immigrant Visa unit at the embassy does process the K-1, but it is not an immigrant visa. Understandable to be confused.
