i filled the DS-260 form today .. i didnt submitted it .. coz im at work and i need to go home and make sure some info's out there .. and the surprise is that there is no peitioner required .. i mean there is no petitioner section .. except a Mailing address and permanent Adress too which is required in US .. that is

Most immigrant visas (family based or employment based) require a petitioner. However, DV is different - the selectee needs no other petitioner - the selection in the lottery is all they need....

No, you have that a bit confused. They need a mailing address for you. A DV winner doesn't need a petitioner at all. The old DS230 paper form was a standard form for all immigrant visas so they asked about petitioner, which as britsimon has said is needed for most other immigrant visas. If I understand from you they have dropped that question, which is what I suspected would happen if they used the electronic forms to be able to 'tailor' to a DV applicant. This is part of the reason why a few of us got so irritated with people coming on here freaking out about questions on the DS260 that weren't applicable to DV applicants.

Probably (assuming there isn't a function that won't let you submit the form without a mailing address)

You don't need a permanent address at all actually.
