I am a phd student close to graduation. I am trying to figure out my options

With pre-opt and how to go about it with a ISO who is being difficult

By not letting me apply for opt till I graduate. I may be getting a job offer,

which would mean I need to be able to work ASAP. I am wondering if anyone has had any similar issues,

and what they did/ how did they deal with the ISO? Also is there any legal actions I can take if need be?

OPT is not ASAP anyway, I had to wait about 3 months before I was able to work with it.

Why can't you apply for OPT yourself?

The DSO needs to create a new I-20 that says something like "OPT request" that gets sent with the OPT application, hence OP cannot apply without their help.
