Did you cancel the appointment online? You can re-schedule right after cancelling. That is, if there is any available appointment on the displayed online calendar. Recent PH posts suggest interview dates are closed out until June, except for the occasional cancellations.

Do keep in mind though that you can only re-schedule twice without penalty.

That's apparently the scenario now at USEM. I think they're still keeping up with all the Yolanda/ Haiyan expedites. You just have to be a little more patient to watch out for any appointment dates. Grab an appointment date as soon as you see one, as there are occasional cancellations.

There are no openings, July has not been released yet, best you can do is keep checking through out the day for random cancellations (like you did) those dates show up on the left side of the dashboard.
