Premium Processing?

I read on the USCIS site that there is a premium processing fee of 1000$ USD and they will have an answer for you in 15 days, now my question is this..is that just for the first stage of processing (up to NOA2) or is the whole process expedited (all the way up to Visa Interview day)...since they dont provide a phone number for you to ask questions until AFTER you have paid the money, I was wondering if anyone here had used it, since I filed on Oct. 20th, Im expecting an answer around Feb. It would be kind of silly to spend 1000 bucks just to gain 20 days and then spend another year at the Embassy...does anyone know about this?

Read through the information again - it does not apply to Fiance Visas.

Premium Processing Service provides faster processing of certain employment-based petitions and applications. Specifically, USCIS provides 15 calendar day processing to those who choose to use this service or USCIS will refund the Premium Processing fee and the relating case will continue to receive faster processing.

I believe "employment-based" is the key phrase here. A K1 petition is not employment-based.

Premium Processing Service will provide American businesses with the opportunity to obtain faster processing of a petition to meet their needs for a foreign worker. Specifically, the USCIS will provide 15-calendar day processing to those who choose to use this service or the USCIS will refund the Premium Processing fee and the relating case will continue to receive expeditious service.
