The city of birth was written Volgograd, but he was born in Novyy Rogachik which is actually 25 miles round-a-bout from Volgograd. Does it need to be changed to Novyy Rogachik?

Probably not an issue. You can always ask the civil surgeon to refill the I-693 and have it corrected, if you feel it needs to be.
